The North America Infrastructure and Engineering Firm Customer Opportunity Benchmark

What happens when an independent company contacts 115 infrastructure and engineering firms across Canada and the United States as a potential client, and measures what happens next.

Research conducted by GraceIQ, Vancouver, BC, 2025 to 2026

Why We Conducted This Research

Infrastructure and engineering firms consistently tell us their business development is working well. They are winning work. They have repeat clients. Things feel fine. We wanted to know whether that perception matched reality, so we tested it independently.

Over 12 months we contacted 115 infrastructure and engineering firms across Canada and the United States as a potential client. We submitted enquiries through their websites, measured response times, tracked follow-up behaviour, and assessed how each firm maintained contact with past clients. We benchmarked five key metrics for every firm. Here is what we found.

Five Metrics. What We Measured

01

Inbound Enquiry Response Rate

Did the firm respond to a standard inbound enquiry within 14 days, and if so how quickly.

02

Proposal Follow-Up Frequency

How many times did the firm follow up after an initial response before going silent.

03

Past Client Contact Gap

When did the firm last make meaningful contact with clients from previous engagements.

04

Online Booking Accessibility

Could a prospect book a conversation directly from the firm website without emailing first.

05

Credibility Visibility

Did the firm have visible proof of past work, case studies, project showcases, or published expertise.

Five Key Findings

What We Found

01
49%
Response Rate

Nearly Half of All Firms Never Responded to an Inbound Enquiry

We submitted a standard project enquiry to each firm through their website or general contact email. Within 14 days, 49% had not responded at all. These were not struggling firms. Most were active. Most considered themselves responsive to new business. The gap between perception and reality was the most consistent pattern we found across the entire research.

Key Insight

Most firms believe they are responsive. The data showed otherwise.

02
9 in 10
Follow-Up

Follow-Up Almost Never Happened More Than Once

Of the firms that did respond, 9 in 10 made one follow-up attempt or fewer when we went silent after their initial reply. The most successful firms in our research, those with visible systems for managing prospects, followed up an average of three to five times across multiple touchpoints before closing the conversation. The difference in follow-up discipline was the clearest gap between firms that appeared to be growing and those that appeared to be flat.

Key Insight

Follow-up discipline separates growing firms from the rest.

03
14 Months
Client Relationships

The Average Gap Since Last Contact With a Past Client

When we assessed how recently firms had made meaningful contact with clients from previous engagements, the average gap was 14 months. In an industry where project cycles are typically 18 to 36 months, that gap places most firms in silence at exactly the moment their past clients are making their next engagement decision. The firms that stayed connected consistently, even through brief quarterly touchpoints, retained a measurably higher share of repeat work.

Key Insight

Silence during the decision window leads to lost repeat opportunities.

04
1 in 10
Online Booking

Online Booking Was Available at Only One in Ten Firms

Of the 115 firms assessed, fewer than one in ten offered any way for a prospect to book a conversation directly from their website without sending an email and waiting for a response. In every other professional services sector we have studied, online booking availability correlates directly with conversion rate. The friction created by email-only contact is invisible to the firms experiencing it, but immediately felt by the prospects who encounter it.

Key Insight

When prospects cannot book easily, most will not reach out at all.

05
3 in 10
Proof of Work

Only Three in Ten Firms Had Visible Proof of Past Work

We assessed whether each firm had case studies, project showcases, or published expertise visible on their website before a prospect made contact. Only 30% did. In a sector where technical credibility is the primary buying signal, the absence of visible proof forces prospects to evaluate on reputation alone, which disadvantages every firm that has not built a recognisable name in their specific geography or sub-sector.

Key Insight

Visible proof builds credibility and accelerates trust.

What the Top Performing Firms Did Differently

A small group of firms in our research performed well across all five metrics. Here is what they had in common.

They responded within 4 hours

Top performing firms had a system, not a person, ensuring every inbound enquiry received an acknowledgement within hours, not days.

They followed up at least three times

Without exception, firms with the highest follow-up rates had structured sequences, not individual reminders, ensuring no prospect went cold after one attempt.

They contacted past clients quarterly

The firms with the strongest repeat engagement rates had scheduled outreach to past clients at regular intervals regardless of whether active projects were underway.

They made it easy to start a conversation

Every top performing firm offered at least one way for a prospect to book or initiate a conversation without sending a cold email and waiting.

What This Means for Your Firm

The firms we assessed were not failing. They were busy, technically excellent, and genuinely committed to their clients. The gaps we found were not the result of poor attitude or weak relationships. They were the result of having no system watching what happened to customer opportunities between projects.

That is a solvable problem. GraceIQ was built specifically to solve it, for infrastructure and engineering firms across Canada and the United States.

About This Research

This research was conducted by GraceIQ between 2025 and 2026. We independently contacted 115 infrastructure and engineering firms across Canada and the United States using standard enquiry methods, website contact forms and general email addresses, as a potential client evaluating firms for an upcoming project.

Firms were selected across underground infrastructure inspection, pipe rehabilitation and trenchless technology, civil utility contracting, condition assessment and asset management, hydrovac and excavation services, and water and sewer infrastructure services. Firms ranged in size from 10 to 200 employees. All firms were privately held or owner-operated.

All results reflect real-world firm performance assessed under normal operating conditions. GraceIQ does not identify individual firms in published research findings.

How Infrastructure and Engineering Firms Fix These Gaps

WHY FIRMS LOSE OPPORTUNITIES BETWEEN PROJECTS

Why do infrastructure firms lose clients between projects?

Most infrastructure firms have no system maintaining client relationships when there is no active project underway. Our research found the average gap since last meaningful contact with a past client was 14 months, exactly when those clients are making their next project decision. The firms retaining the most repeat work contacted past clients at least quarterly regardless of project status.

How do engineering firms handle inbound enquiries?

Poorly, on average. Our independent research across 115 infrastructure and engineering firms found 49% never responded to a standard inbound enquiry within 14 days. Of those that did respond, 9 in 10 followed up once or not at all when the prospect went quiet. Most firms considered themselves responsive. The data showed otherwise.

Why do proposals go cold at engineering firms?

Because follow-up stops too early. Our research found 9 in 10 firms made one follow-up attempt or fewer after sending a proposal. The firms winning the most work followed up three to five times across multiple touchpoints. The difference is not proposal quality. It is follow-up consistency.

How often should infrastructure firms contact past clients?

At minimum quarterly. Our research found the average gap since last contact with a past client across 115 firms was 14 months. In an industry where project cycles are 18 to 36 months that gap places most firms in complete silence at exactly the moment their past clients are making their next engagement decision.

What metrics should infrastructure firms track for business development?

Five metrics matter most. Inbound enquiry response rate. Proposal follow-up frequency. Past client contact gap. Online booking accessibility. And credibility visibility, whether prospects can find proof of your past work before making contact. These are the five metrics GraceIQ benchmarks for every firm we assess.

WHAT GOOD BUSINESS DEVELOPMENT LOOKS LIKE IN THIS INDUSTRY

What is a good enquiry response time for an engineering firm?

Under four hours for an initial acknowledgement. The top performing firms in our research had systems ensuring every inbound enquiry received a response within hours regardless of whether the team was on site or in meetings. The firms responding within four hours converted significantly more enquiries into conversations than those responding after 24 hours.

How do you measure business development performance at an engineering firm?

Measure five things. How fast you respond to inbound enquiries. How many times you follow up on proposals before closing the conversation. How recently you contacted each past client. Whether prospects can book a conversation directly from your website. And whether your website shows visible proof of past work. These five metrics separate growing firms from flat ones in our research.

What is customer opportunity intelligence for engineering firms?

Customer opportunity intelligence is the practice of independently measuring how your firm handles every stage of the customer journey, from first enquiry to repeat engagement, benchmarking those numbers against comparable firms, and managing the systems that close every gap. GraceIQ is the only company providing this service specifically for infrastructure and engineering firms across North America.

How do the top performing infrastructure firms stay visible between projects?

Four consistent practices. They respond to every enquiry within four hours. They follow up on proposals at least three times. They contact past clients on a quarterly schedule. And they make it easy for prospects to start a conversation directly from their website. None of these require large teams. All of them require a system.

What does a BD consultant do for an infrastructure firm?

A traditional BD consultant advises on strategy. GraceIQ does something different. We independently benchmark your firm's customer opportunity performance, build the systems that close every gap we find, and manage those systems on an ongoing basis. Your team does not implement anything. We run everything and report results monthly.

HOW INFRASTRUCTURE FIRMS FIX THESE GAPS

Do engineering firms use email campaigns to stay in touch with past clients?

The top performing firms in our research contacted past clients through structured outreach at least quarterly. Most firms had no system for this at all. GraceIQ designs and manages past client communication programs specifically for infrastructure and engineering firms, so your network stays warm without your team managing a single campaign.

How should infrastructure firms follow up on proposals and quotes?

Our research shows 9 in 10 firms follow up once or not at all after sending a proposal. Top performing firms follow up three to five times. GraceIQ builds and manages structured proposal follow-up programs for infrastructure firms, ensuring every quote receives consistent follow-up without adding to your team's workload.

What CRM approach works best for civil engineering and infrastructure firms?

Most CRM platforms are built for high-volume transactional sales, not the relationship-driven long-cycle project work of infrastructure firms. GraceIQ does not sell CRM software. We manage the customer opportunity process on your behalf using systems configured specifically for how infrastructure firms win work, so your team never has to manage a platform.

Can infrastructure firms use AI to handle inbound enquiries around the clock?

Yes. The top performing firms in our research had systems ensuring every inbound enquiry received an immediate response regardless of time of day. GraceIQ implements and manages 24/7 inbound capture for infrastructure and engineering firms, so no enquiry goes unanswered whether it arrives on a Tuesday morning or a Friday night.

How do engineering firms automate business development follow-up?

Automation works in infrastructure BD when it is configured for relationship-driven sales cycles, not generic sequences. GraceIQ builds managed follow-up systems for infrastructure firms that maintain professional timely contact with prospects across the full sales cycle without your team manually tracking every conversation.

Is there a solution for infrastructure firms to capture leads outside business hours?

Yes. GraceIQ manages continuous inbound opportunity capture for infrastructure firms, ensuring prospects who reach out outside business hours receive an immediate response and are routed correctly. Our research found fewer than one in ten infrastructure firms had any after-hours capability at all.

How do infrastructure firms run past client reactivation programs?

Past client reactivation is one of the highest-return activities available to infrastructure firms, and almost none do it systematically. GraceIQ designs and manages structured past client outreach programs that reconnect your firm with clients from previous engagements on a consistent quarterly schedule. Our research found the average gap since last contact was 14 months.

What business development systems do top infrastructure firms use?

The top performing firms in our research shared four practices. They responded to enquiries within four hours. They followed up on proposals at least three times. They contacted past clients quarterly. And they made it easy for prospects to start a conversation without sending a cold email. GraceIQ builds and manages all four of these capabilities for infrastructure and engineering firms across North America.

How do engineering firms improve their online credibility for business development?

Our research found only 3 in 10 firms had visible proof of past work on their website before a prospect made contact. In a sector where technical credibility is the primary buying signal this gap costs firms opportunities before a conversation ever starts. GraceIQ assesses credibility visibility as part of every benchmark and closes gaps that prevent prospects from finding and trusting your firm.

What is the best way to manage inbound leads for a civil engineering or infrastructure firm?

The best system is one your team does not have to manage. GraceIQ builds and runs inbound lead capture and follow-up systems specifically for infrastructure firms, so every enquiry is acknowledged immediately, followed up consistently, and never lost because someone was on site or in a meeting.
